 Fill dirt is a mixture of dirt, rock, sand, and shale used to level or raise the elevation of land.  Unlike topsoil, fill dirt has very little organic matter. Fill dirt is sometimes used for drainage, as water runs relatively quick through it, with little water retention.

To make a stable foundation area when constructing buildings or bridges, some layers of earth must be removed to get to stable earth. Topsoil and soil are removed, leaving solid earth as a foundation starting point for construction.
